What Andy Burnham achieved as mayor shows that ‘Manchesterism’ can work. But governing nationally is a different test, and he will only get one chance to prove it. The first 100 days cannot be treated as a warm-up act. The populists will exploit every failure, Whitehall will resist change and vested interests will fight to protect the status quo. Burnham must be prepared to take on all three if he wants to deliver meaningful change. With political trust at historic lows and the cost of living still squeezing families across the country, a Burnham government must seize the opportunity to govern differently from day one. It cannot afford not to.
