🚨 BREAKING: Rep. Anna Paulina Luna announces she's been informed Leader John Thune will file for 60-vote cloture on the SAVE America Act and "knows this vote will fail"

@hellznobro @EricLDaugh Not quite. Thune is using a 60-vote bar as a safe way to fail. Every GOPer can vote yes to look good while Dems block it. A talking filibuster would take weeks and force 'secret No' Republicans to finally show their true hand. Thune is avoiding a floor fight to hide the split.

The 60-votes is only needed to "end debate" early. By default, though, debate can continue with each senator allowed to speak twice on each question per legislative day. Thune is allowed to extend the "Legislative Day" beyond 24 hours to force senators to use up their debate slots until either no one has debate slots left or no one makes a motion to continue debate. There is no procedural vote needed to do a "talking filibuster" to begin one & no rules need to be changed to adopt it since it's the default setting in place. If the marathon debate ends because no one wants to continue it, then a cloture vote (i.e. "end the debate") isn't needed because no one wants to speak, effectively ending debate. Then you just need 51 votes to pass the bill. What Thune is likely don't here is to hide the fact that there are Republican Senators who don't intend to pass the bill & that there aren't 50 Republican "yes" votes. Once they go on the record for voting "no" on a bill +80% of their party wants, they'll get primaried. Sticking with the cloture vote allows every Republican Senator to vote "yes" knowing that the vote will fail & shield themselves from accusations of going against party wishes.
