It's 100% normal. It's basically them not wanting to pay storage on items they know they won't be using anymore. Even on the amazing stuff, a lot of it's marked as "back-up" or "non-hero" (like Claudia's diaries), meaning they likely had multiples and these are the spares. #IWTV
