@tonyannett No stupid. The highest tax rates also coincided with the largest tax loopholes. You can have high taxes WITH loopholes for the wealthy to hide their income. Or you can have low taxes on the wealthy WITHOUT loopholes. But you CANNOT have high taxes and no loopholes
