I have put in bold the most relevant parts, notice that all of them are indicating individuals exercising the right, not militias, it the individual's in England that have been disarmed, not the militias. It talks about restrictions worked into the english bill of rights that allows them to qualify who may have arms and set restrictions and the use of hunting restrictions to disarm the people. Notice that he has two separate paragraphs one address the militia and the other the "right of the people" Notice that he states that if either the states or congress should attempt to disarm the people then the amendment should be appealed to as a restraint. I understand there's some nuance here, but the bottom line is the government wants to claim ownership of the water - right up until the water does damage at which time it's the property owner's problem. This is little different from the government claiming ownership over wild game and other items - the state will happily claim ownership right up until one causes some damage at which point it's magically not theirs. Weird, eh?

France made this wastefulness illegal cause it’s cruel and only causes more waste issues. Any food market or restaurant over 400 square meters has to donate all their good unsold food to charities and are fined if they do anything like this. That law should be applied everywhere
