I don't think that's Xi's folder. It's Trump's folder. For one it's too far from where Xi was sitting to be his. The other reason I think this is the logo on the folder looks like a US government logo. It's Trump's folder. He was checking what's next on the agenda, ie if he is right after Xi giving a speech or there is something in between.
