EXECUTIVE SUMMARY
Russia and the Taliban-led administration in Afghanistan have signed a formal defence agreement, under which Russia will supply military weapons and equipment to Afghan forces. Critically, just three days prior to this deal, the chief of Russia’s Federal Security Service (FBS) publicly stated that Afghanistan has become the main hub and safe haven for international terrorists. This glaring contradiction raises extreme risks regarding weapons diversion, regional security, and the stability of neighbouring states including Pakistan.
