To sustain the fiscal health if the general fund, ITA recommends the following: 1. Move 90% of the carryforward surplus into the Taxpayer Relief Fund (TPRF) in FY27 2. Cover 100% of any budget shortfall due to prior tax cuts with the TPRF 3. Limit state budget growth to 1.85%

After thoughtful consideration and discussions with our board and stakeholders, the Foundation has officially changed its name to the Iowa Taxpayers Association Foundation!

ITA testified this morning that the projected Medicaid shortfall for FY26 is less than 1% of the overall budget, and it is less than 2% in FY27. Responsible budgeting, not 5% year over year spending increases and new taxes, would allow the flexibility to address this issue.

These costs will be borne by Iowans and Iowa employers. And any reversal on pro-growth tax policy sends a long-term message to businesses that are looking to grow and expand in Iowa. iowapublicradio.org/state-governme…
