It depends on what you're wanting to stream and if what you're wanting to stream requires specific equipment, otherwise it's not difficult to start. Concept wise also depends as well. I know for me, I wanted a character that would be similar to myself so I didn't need to change how I acted around my friends. The design ideas took me several days though whereas some people, it can be faster or slower depending on their imagination and if they already had an idea in mind.
