Article 79 of our Constitution is clear: the mandate to legislate belongs to Parliament alone. By issuing direct "instructions" to committees on how to shape the Sovereignty Bill, the Executive is overstepping. The principle of separation of powers is not a suggestion—it is the bedrock of our democracy. Let Parliament do its work without coercion or "guidance" from the top.

@Niyonzimas11 @AAgather Only a few courageous and intelligent MPs help us avoid the calamity which was in the then UPDF amendment bill. Nsereko, katuntu,Mafabiand Jonathan odur. They improved the bill. The rest simply didn't know what was going on.

"Chairman, a country without reserves is not sovereign. The potential of this Bill to destabilize Uganda’s balance of payments is our primary concern as a central bank. For example, last financial year the overall balance of payment surplus was USD 1.5 billion. That’s how we were able to increase our reserve coverage by USD 1.5 billion. Today as we speak our reserves are close to USD 6 billion. Why? Because these inflows have been coming in. The moment you tamper with these inflows here, we risk running down our reserves, and that is economic disaster for a country.” Governor Atingi-Ego on the Protection of Sovereignty Bill 2026 in an appearance before Parliament today.

The Sovereignty Bill has united all of us not just because it is a bad law (we've had worse laws not generate half the interest) but because if passed, it would affect everyone directly. Religious institutions, universities and other academic institutions, political parties, Civil Society Organisations, the business community, some government agencies like UHRC, and individual citizens all hope to receive some ka money from abroad at some point, and they don't want to be criminalised for doing that. But this Bill is just a symptom. The root cause is bad governance - rigged elections, abuse of power, unchecked authority, the desire to control, and impunity. If we all united around restoring good governance, we wouldn't have to contend with symptoms such as this Bill. Our biggest undoing as the Ugandan citizenry is, therefore, placing personal interest above the common good. Imagine if we exhibited this kind of unity in condemning rigged elections, abductions, corruption, and other evils.
