Monkey D. Luffy is objectively the best written character in fiction.
There’s also 3 types of character arcs, positive (Zuko, Vegeta, Sasuke), negative (Eren, Light, Anakin) and neutral (Luffy, Sherlock Holmes, Luke), none of those arcs is inherently better than the other. A positive arc means that the character believes a “lie” or has a “flaw” and comes to learn the “truth” and replace his “flaw” with a “strength”.
A negative character arc is a character who has the opposite of a positive arc which has a character descending and a neutral or a flat arc is when a character changes the people around him (a character believes the “truth” and he tries teaching it to others around him, who believe the “lie” and they test him and his beliefs which is what keeps it interesting). And Luffy is one of the best representations of a flat character arc in fiction, if not the best in all of fiction.

And in terms of complexity Luffy is very unique because he is a subversion of the common shonen trope of being a king or a village chief like Naruto - hokage, or Asta - wizard king.
Luffy sees piracy as a metaphor for freedom, so by achieving Pirate King Luffy believes he will be the freest person on the seas and he believes only the freest person can achieve Luffy's true dream (as revealed in the chapter Luffy's dream, where Luffy tells his crew his true dream, which is not yet revealed to the audience), and Luffy also does his role as an MC better than almost any other MC and One Piece can be argued to only work as a story because Luffy is so incredible and irreplacable to the story.

Character development is the building block of writing (example of a simple character development: the character likes cats, example of complex character development: the character likes black cats, in the second case there’s an underlying depth to the statement by the character choosing to like black cats) — going from point A to point B (he was a villain but became a hero for example) is called character progression, not character development as it commonly used wrong.
That being said Luffy has the best character development in fiction and there’s no other character that’s better explored and built from the ground up to the point where he feels like an alive being with his own thoughts to the point Oda has stated he’s not sure what Luffy’s going to do next
