The justification comes through widespread societal use in media (Music, TV, movies, etc). All races are exposed to it, so even though the use of it used to be a major taboo some 60 years ago, it is not so now.
While yes a lot of black people still get extremely triggered by it's use, which in my opinion, is laughable that a single word can get someone that angry.
Still talking about a word that is associated with slavery and racism, keeps that racism alive. Morgan Freeman said it best, "Want racism to die? Stop talking about it".

@Warr4Christ @XKnockouts Exposure isn’t the same as acceptability. Media can make a word familiar, but familiarity doesn’t equal universal permission. Context, history, and who’s speaking still matter.

You didn’t ask about the origins of it, you asked when it has been acceptable to use it so freely.
Since you want to bring up timelines: It originates from the Latin word Niger (the color black) and entered the English vernacular at neger/niger but was the used to dehumanize black people throighout slavery and Jim Crow.
It shifted as a linguistic reclamation during the 1960/70s when black comedians started using the term more openly (SeeRochard Pryor).
Then in the 80s/90s when HipHop blew up it began spreading like wildfire.
