I agree with the Hon. Attorney General. The Constitution itself anticipated the challenge of judicial backlog and proposed Article 142(2) and Article 142(3). The question before us is whether we are prepared to use every constitutional tool available to deliver timely justice to the people of Uganda.

“We got Centenary Bank when it was on the verge of collapse. We handled it and brought it back to life. We also got Tropical Bank. We helped design the Condominium Law. We were the top taxpayer among service companies for several years.”

"Only six categories of people should handle land transactions in the registries: advocates with valid practicing certificates, architects, surveyors, valuers, and bank officers at officer level. No other person should be seen in the premises of a land office. I enforced it for a time. But the bar didn't come to support me and slowly, slowly, the brokers began coming back."

"You have 24 judges at the Supreme Court. Each judge has a house of a certain category. Each judge has a car costing 600 million shillings. That car must be maintained not only during the ten years of that judge's service, but even after he retires, up to his date of departure from this world. This is not sustainable."

"Now that you have run out of excuses why is there still a backlog? Why are they not performing? You have been given everything. The package has been improved. The numbers have been increased. The accommodation has been bettered. So now what?"

"Under the Registration of Titles Act, if somebody has been on mailo land for more than 12 years, has put up economic activities, has a house there, and has not been disturbed by the title holder he can apply to the registrar and get a title in fee simple. Without paying anything to the title holder. The provision is there. Why are we not using it?"
