He's not repenting, he's lifting himself up. In contrast, the tax collector in 13-14 seeks Christ humbly and admits His sin. This leads to salvation.

In John 12:32, Jesus says that He will draw all to Himself. So yes, if God didn't draw Paul to Himself he would've been dead in his sins.

Example: Paul the Apostle literally murdered and persecuted Christians, then had an encounter with God and completely changed his life.

John 12:48 “There is a judge for the one who rejects me and does not accept my words; the very words I have spoken will condemn them at the last day.” You can’t be motivated to do good without god.
