My assumption is Stalions recognized a loophole in a fuzzy rule (that the NCAA had been considering removing due to it's minimal competitive advantage) and exploited it within the letter of the rule.

I disagree - intent / rationale history in the amendment to formalize this rule among dif. NCAA sports says nothing about saving schools money for travel. But it does mention unfair competitive advantages. Where is the saving them money part coming from? I’m willing to entertain that possibility I just haven’t found a good source on it - not even in the NCAA legislation / proposals themselves.

The idea is kids continue developing, so he's likely better this year. JJ is the better athlete, but not as experienced. There is no fear of having "no quarterback.
