@WhiteNinji Thieves are inherently antagonistic to Cops, and leaving law enforcement out undermines the team's purpose. This chapter can show how they differ from P5's thieves by acting more like Vigilantes, as the Cops and the Phantom Thieves see if either of them can be trusted.
