Mileage shouldn't stagnate for months. It will vary slightly (life, after all) and due to: -Progression - Recovery weeks - Periodization - Goals Remember: "Consistency" does not mean do the same thing all the time!

I asked Jacob (professional marathon athlete) about the fast times we are seeing in running. Although doping is definitely there, that variable has been a constant over decades, and doesn't explain the improvements from the masses from high school to the pros.
