As the day has proceeded, more and more Iranian officials are coming out and commenting, each refuting all the statements made earlier by Donald Trump. Now this is very normal in such scenarios, and it really is all played out for the media. What’s actually agreed, if anything, and by whom, will likely stay out of the public eye due to its sensitivity. But there’s another important point nobody is mentioning, and that is who is the US team speaking with? Because in Iran you have a very intricate hybrid system of leadership. At the top you have the supreme leader. Then you have the guardian council. All of these are unelected and made up of 6 religious clerics and 6 lawyers. Below the guardian council you have the assembly of experts who are elected by the public but each is pre vetted, and this assembly chooses the supreme leader. Below the assembly you have two parts with almost equal power who are all elected officials. On one side you have the President and the Parliament. They report to the assembly. And on the other side you have the security establishment made up of the IRGC, army, and the Supreme National Security Council. The military side reports directly to the supreme leader. Now it’s almost certain that the US is speaking and meeting with members of the parliament and the President. But there is a clear struggle for power and decision making between this group and the military/IRGC. The parliament and President have their views of how rhetoric country is run and the IRGC will have a completely different view. And the IRGC would almost certainly NOT have agreed to anything the US demands. Push comes to shove, the IRGC will win the internal struggle. So it is very difficult to get any real sense of what is really agreed to or not. There are so many players involved and then also the supreme leader, who just had his father and wife and kids killed in a strike in February. So it’s going to be interesting to see how this plays out. My prediction from earlier stands. For me, as it stands now, nothing has actually been agreed.
