President Netumbo Nandi-Ndaitwah Appoints New Minister of Industries, Mines and Energy. Her Excellency President Netumbo Nandi-Ndaitwah has appointed Modestus Amutse as the new Minister of Industries, Mines and Energy, effective 2 December 2025. The appointment is made under Article 35 of the Constitution of the Republic of Namibia, which empowers the President to appoint Ministers from members of the National Assembly to administer and execute the functions of Government. Hon. Amutse brings extensive experience in public service. He previously served as Deputy Minister of Information and Communication Technology, and before that as a Member of Parliament and Chairperson of a National Assembly Standing Committee. His earlier leadership roles at regional level further strengthen the depth of experience he brings to this important portfolio. The President expressed her appreciation to Honourable Frans Kapofi, Minister of Defence and Veterans Affairs, for serving in an acting capacity over the past months. She extended gratitude to him for his commitment, steady leadership, and the support provided to the Ministry during the interim period. Her Excellency noted that this appointment comes at a critical moment, following the recent Regional and Local Authority Elections where the Namibian people reaffirmed their trust in the SWAPO Party. She emphasised that the 8th Administration is firmly focused on quality service delivery, accountability, and the effective implementation of national priorities, including the SWAPO Party Election Manifesto, its Implementation Plan, and the Sixth National Development Plan (NDP6). The President wished Amutse success as he assumes his new responsibilities and leads the Ministry at a time when Namibia is advancing industrialisation, strengthening the mining sector, and accelerating progress in the energy space to support sustainable development and shared prosperity across all 14 regions.

President Dr. Netumbo Nandi-Ndaitwah today commissioned three National Task Forces on Economic Recovery, Health, and Housing and Land, fulfilling a key commitment made during the Namibia Public Private Forum and advancing the implementation of NDP6. The President noted that Namibia continues to face rising living costs, limited job creation, uneven service delivery, housing shortages, land pressures, and health system burdens. These challenges, she emphasized, cannot be addressed in isolation. The newly established Task Forces bring together experts from government, business, labour, civil society, academia, and faith communities to drive coordinated and results oriented solutions. Under NDP6, Namibia has a clear roadmap for inclusive development. The Task Forces are strategic instruments designed to accelerate delivery and ensure that national priorities translate into real outcomes for citizens. The President reaffirmed the 8th Administration’s “business unusual” approach that prioritizes urgency, alignment, and unity of purpose. The Task Forces will focus on the following areas: • Economic Recovery: Unlock growth, strengthen investment, support innovation, and create opportunities for the youth. • Health: Build a stronger, more responsive health system guided by national evidence and past reviews. • Housing and Land: Expand access to serviced land and dignified housing for families across the country.
