In a 21st century democracy where the state is no longer a sole sovereign (on behalf of citizens) but just one sovereign in a multitude of sovereignties - there can be limited sticks in the “sticks and carrots” of deep change. Governance and the governance of transitions cannot be delivered through a monopoly of violence but can only be built through ennoblement. And built through shared learning capacities of societies. This is requiring us to fundamentally change the state craft of transitions. And here democratic states are struggling to rebuild a state craft fit for the 21st century which moves from societal controls & incentives to societal ennoblement and compound sensing, sense making and learning
