The military bases overseas contained government schools, significant numbers of civilians both foreign locals as well as US gov civilians. They require significant overhead of higher HQs like numbered Air Force and MAJCOM staff and personnel. The increased cost of logistical support of ferrying repair parts half way around the world because they aren't located in the country is significant. Food for the commissaries and Base Exchanges are all transported to our military. According to congressional testimony by Defense Department undersecretary Dorothy Robyn, between 2003 and 2012, over a hundred European bases were decommissioned, and twenty-three more were scheduled for 2012–15. Not a peep.
