Izuku and Ochako's platonic relationship suffered because the one sided crush meant they couldn't have normal interactions but they also didn't have romantic ones.

It's mostly Horikoshi. There are plenty of mangaka, even shonen mangaka, who give their female characters agency and plot importance. Horikoshi went out of his way to make his female characters largely irrelevant.
