The University of Illinois President testified on Tuesday in the IL Senate that 41% of his students pay no tuition or fees. Who are the students that pay nothing? No one asked in committee. At what rate do they graduate and what do they study? What's their citizenship status? I'm certain 42,000 students (student population 101,000) are not in the ROTC program or are merit scholars with near perfect ACT or SAT scores. So many unanswered questions. Needless to say the university president requested more money for this year's budget. How about start with every student having skin in the game?

It's fascinating that not one of the milestones that the Chicago Teachers Union chooses to memorialize as an achievement has anything to do with student proficiency whatsoever. Their commitment to this style of labor-left political street theater is really the whole brand and has been for decades, even as the city's public school system continues its near-uninterrupted decline on their watch. It's interesting that all the usual mantras about the unconditional goodness of public schools as an education delivery system and the inherent villainy of vouchers, ESAs, et al. are still endlessly recited by CTU leaders and aligned activists at their recurring hobby protests even as CTU wins more monetary concessions only for the schools they run to fall further into dysfunction and the political machine they control rapidly loses its potency. Taken in context, the extent CTU has been successful, it has been achieved at the direct expense of those who are held captive to the service they provide and of those compelled to pay their salaries. What makes this racket even more astonishing is that the city's political leadership has every incentive to enable this vicious cycle rather than correct it. This is all but one piece of a bigger story, not just about what ails modern municipal governance in large blue cities in general, but also one specifically about the misaligned incentives that create an inherent contradiction between the interests of teachers unions on the one hand and those of students, taxpayers, and candidates for political office on the other. Seemingly, the only area of competence in this union is its comms team's ability to communicate their leadership's priorities.
