Today at Nakasero, I met Mr. Aliko Dangote and we discussed the proposed East African regional refinery. I informed him that from the very beginning, we have always opposed the export of raw materials without value addition. That is why Uganda delayed oil production because we insisted on first having a refinery. Without refining our oil, it would not make economic or strategic sense to simply export crude oil while others benefit from the finished products. I, therefore, welcomed the idea of a bigger regional refinery because our objective is African integration and shared prosperity. We cannot continue operating as fragmented and weak markets. If East Africa works together, such projects become more viable and beneficial to our people. Uganda is ready to support the regional refinery initiative while also continuing with the development of our own refinery in Hoima.

@mohammedhersi Lamu would be an ideal location given that the development of the LAPSSET project and availability of land. A refinery in Lamu would also tap into the Oil from Lokichar in Kenya, offshore potential from Somalia, South Sudan, Uganda and Ethiopias Ogaden region.

A couple of days ago while landing in Mombasa, I tried to catch a clip of our now-closed refinery. I've always thought KPRL was a big facility — I even asked at one point why not revive it. Today I decided to do a quick comparison with what Al Hajj Aliko Dangote set up in Lekki, Lagos, Nigeria. The numbers humbled me. 🇳🇬 Dangote Refinery: 📐 6,180 acres (2,635 hectares) 🛢️ 650,000 barrels/day 💧 4.74 billion litres storage ⚡ Own 435 MW power plant 🇰🇪 KPRL (Mombasa): 📐 378 acres (~150 hectares) 🛢️ 80,000 barrels/day (designed) 💧 484 million litres storage 🚫 Refining ceased in 2013 Dangote's site is 16× larger. Let that sink in. Now here's what really caught my attention — the debate is on Tanga vs Mombasa as Mama Suluhu meets Dangote today. But if the plan is to replicate the Nigeria setup, where exactly is the land in Mombasa? Our entire Dongo Kundu Economic Zone is 3,000 acres — half the size of the Dangote plant alone. This fact-check surprised me. Maybe we throw Lamu into the ring? 🤔

Aliko Dangote 🇳🇬, Africa’s richest businessman, is exploring plans to build a 650,000 barrels-per-day oil refinery in Mombasa, Kenya 🇰🇪, with investment estimated at Sh2 trillion–Sh2.2 trillion (about $15–17 billion). According to Dangote, Mombasa’s deep-water port and growing regional fuel demand make it a suitable location for the project. East Africa remains largely dependent on imported refined petroleum products, highlighting the region’s need for additional refining capacity.

Most of Ugandas oil will be refined by Dangotes refinery and other refineries located elsewhere in the world. Refined oil will be consumed in the region and across the world.

@atkinson_eng @AfricaViewFacts WRONG! The Oil belongs to Uganda not Total. Total is an investor in Uganda as well as EACOP. Crude oil can be bought and shipped from anywhere in the world & refined at Mombasa. Kenya does not need to build a pipeline from Tanga for a refinery in Mombasa.

@cgtnafrica Somalia, Uganda, South Sudan and Kenya all have oil. Mombasa given its strategic location in addition to Kenya’s Rule of Law Jurisdiction, Institutional Governance & Democracy, safe haven and predictable low political risk may have played a role in Dangote’s preference.

The EACOP pipeline to Tanga will be exporting crude oil to willing buyers including Dangote who will tap its oil as well as that from Somalia, South Sudan, Kenya, DRC and across the world so as to make the refinery viable.
