Why is it legal to use lethal force to defend yourself against an unjustified shooting if the person is not dressed up in black and wearing a badge?

During a traffic stop, a man is frisked and a female officer notices a concealed firearm strapped to the mans waist, on attempting to remove the firearm, she causes the weapon to discharge striking the man in the thigh, the female officer seems in shock and doesn't say anything to the man, however the Sergeant who's with her apologies several times. Do you think it's a lack of her training and experience that caused this incident ? I am surprised she didn't utter an apology, she did look extremely confused.

@Johnnyric00 @harveyspistols I'm a bit old school and a civilian. I'm also disciplined enough to manage taking a safety off if I need to with a firearm I carry.
If he had something like say, a Ruger SR-9c with a external safety on, her clumsiness would not have got him shot.

@oledeadmeat @harveyspistols It was a glock, she is likely carrying a glock as a service weapon. A modern pistol will only fire if the trigger is pulled. A glock has a trigger safety so she actively pulled the trigger with her finger. She is a shit cop and you're comment is stupid.

@harveyspistols This is why civilians who carry concealed need manual safeties and holsters. Some cops are not gun people and they don't know how to handle unfamiliar firearms safely. But they have authority so they will feel free to disarm you for minimal reason.

@BrandonTXNeely Except for the many cents they give those who 'serve' to serve citizens like themselves and to protect their right to free speech to include speaking to government 'servants.' Don't forget those many cents which were asked for.
