UPDATE: National Police Service has confirmed that at least 23 people have died following heavy overnight rainfall that triggered widespread flooding across several parts of the capital. According to the police, the worst-hit areas include Mukuru, Kibra, Mathare, Huruma, South B, South C, Pipeline in Embakasi, Roysambu, Kahawa West, Githurai and parts of Westlands, where floodwaters swept through residential areas and disrupted normal activities. #starkenyanews

The government is selling Kenyans a lie wrapped in election-season sugarcoating. It is now claiming it is “introducing an amendment” to exempt 1.5 million workers earning KSh 30,000 and below from PAYE. This sounds generous—until you check the law. Kenyans earning below KSh 24,000 were already PAYE-exempt under existing tax bands and personal relief. There is nothing new here. No breakthrough. No reform. Just recycled policy being rebranded as generosity. What the government is actually doing is shifting the exemption ceiling slightly upward and marketing it as a historic tax relief. That is not tax justice; it is political theatre. The majority of low-income earners were never paying PAYE in the first place, and those slightly above the threshold are getting marginal relief that does not match the crushing cost of living, inflation, fuel taxes, housing levy deductions, and expanded consumption taxes. Even the so-called relief for those earning up to KSh 50,000—a reduction of PAYE from 30% to 25%—is hardly benevolence. It comes after months of aggressive taxation, new levies, and relentless revenue extraction that left households poorer, not richer. Giving back a fraction of what was taken is not reform; it is damage control. This announcement is not about easing the burden on workers. It is about conditioning public opinion ahead of 2027, creating soundbites for rallies, and manufacturing a narrative of a “listening government” while avoiding real structural tax reform. If the intention were genuine, the government would be talking about widening personal relief, simplifying tax bands, cutting indirect taxes that hurt the poor most, and growing incomes—not staging press conferences over policies that largely already exist. Kenyans deserve honesty, not recycled exemptions presented as new gifts. This is not tax relief. It is hoodwinking, timed for politics, not people.
