PS, Dr. Belio Kipsang delivered the keynote address during the sensitization forum for National Government Administrative Officers (NGAOs) from the eight sub-counties of Busia County. The session, held at Busia Breeze Hotel, focused on the revised National Registration guidelines and sought to equip NGAOs with the knowledge and tools to enhance efficiency in service delivery and ensure all eligible Kenyans can access registration services.
Dr. Kipsang emphasized the vital role of NGAOs in public sensitization, civic responsibility, and documentation of citizens. He highlighted reforms in border counties and Northern Kenya that have streamlined the issuance of identity documents, easing challenges that previously forced residents of border communities and individuals with cross-border family ties to undergo lengthy bureaucratic processes. These barriers had denied many youth and adults opportunities to open bank accounts, secure employment, enrol in higher learning institutions, and access essential services such as those offered by the Social Health Authority (SHA).
The PS also called for urgent measures to clear the backlog of uncollected IDs in Busia County, currently standing at 4,487—comprising 1,610 NPR IDs and 2,877 others. NGAOs welcomed the initiative, noting its potential to strengthen public awareness and improve service delivery within communities.
Also present were Busia County Commissioner Stephen Orinde and Heads of Directorates from the State Department for Immigration and Citizen Services.

PS, Dr. Belio R. Kipsang, today appeared before the Departmental Committee on Administration and Internal Security to present and defend the FY 2026/2027 budget estimates, reaffirming the State Department’s commitment to delivering on the Bottom-Up Economic Transformation Agenda (BETA) pillars through enhanced citizen services, migration management and digital transformation initiatives.
The engagement also provided an opportunity for the State Department to highlight its key priorities on matters migration, population management and citizen services, while outlining critical financial gaps that require the Committee’s attention and consideration in order to further enhance efficient and accessible service delivery to Kenyans.
The PS noted that the proposed budget will play a significant role in enabling the department to attain its mandate and service delivery targets, particularly in strengthening field operations on matters National Registration Services across the country.
He further appreciated the Committee for its continued support in addressing operational challenges through the acquisition of 56 vehicles to boost field operations, as well as the procurement of live capture machines that remain key in improving registration services and bringing services closer to wananchi nationwide.
Accompanying the PS were heads of Directorates from the State Department for Immigration and Citizen Services.

Metkei Girls Senior School in Keiyo South continues to shine after registering impressive results last year, improving the mean score to 9.38 from 8.6 in 2024.
I attended the Thanksgiving Ceremony to celebrate this achievement, motivate the girls, and encourage them to continue improving their performance. The candidates of this year expressed confidence and promised to work hard to achieve a mean score of over 10.
The event was also attended by Evaleen Mitei (CEO, Teachers Service Commission), Hon. Dr. Gideon Kimaiyo (MP, Keiyo South), and Hon. Bishop Dr. Jackson Kosgei (Nominated MP, Baringo), among other leaders.

Honored to host a delegation from the Joint Command and Staff College ( #JCSC), Karen during their educational study visit to the State Department for ICT and the Digital Economy earlier today.
The 28-member delegation from the Kenya Defence Forces ( @kdfinfo), participating in the Senior Joint Command and Staff Course No. 41 (2025/26), was led by Lt. Col Shankata and engaged in insightful discussions on Kenya’s digital transformation journey and the strategic role of ICT in strengthening national development, resilience, and security.
The participants are drawn from Kenya, Burundi 🇧🇮, Tanzania 🇹🇿, Burkina Faso 🇧🇫, Namibia 🇳🇦, France 🇫🇷, and South Sudan 🇸🇸, reflecting the international character of the course and the importance of shared learning in addressing modern defence and security challenges.
The discussions also highlighted how investments in the Digital Superhighway, innovation, and digital infrastructure are contributing to national industrial capacity while supporting broader defence and security objectives.
We appreciate the opportunity to share perspectives and strengthen collaboration between the digital economy ecosystem and the defence and security sector.

Consultative Dinner With Baringo Leaders & Professionals
I had the privilege of joining leaders and professionals from Baringo County for a strategic working dinner convened by Felix Koskei, Head of Public Service and Chief of Staff. The engagement provided a valuable platform to reflect on practical pathways to accelerate the county’s socio-economic transformation.
The conversation centred on building a stronger foundation for broad-based prosperity — from strengthening education and market-relevant skills, to expanding employment opportunities, deepening investor confidence, and fostering well-coordinated collaboration between the public and private sectors.
We took stock of steps being made toward establishing a Special Economic Zone, appreciating Baringo’s distinct geographical advantage along the Northern Corridor. With its water resources and significant green energy potential, the county is well positioned to anchor industrial growth and serve as a gateway to northern Kenya and beyond.
Particular emphasis was placed on sectors that can deliver quick and tangible returns, especially agriculture and livestock value chains. By enhancing productivity, value addition, and structured market linkages, Baringo can stimulate enterprise growth while attracting long-term capital investment.

My honest opinion on today's Linda Wananchi rally in Kakamega…
First off, there was nothing substantial that was addressed.
Sifuna’s team didn't provide any solution to the issues bedevilling the common Mwananchi.
Dr. Babu Owino continued with his incessant call for demonstrations. It's like he believes change can only be found through violence.
Babu also sustained his attacks against the ODM experts in government; this reeks of someone who's jealous of his brother's success.
Orengo is still stuck in the activism era of the 1990s. He holds a position that should deliver the much-needed change but has since absconded from his duties.
In summary, nothing substantial came from that rally today.
Beyond sloganeering, Kenyans want real solutions to their problems, not the usual whinings from leaders who have been bestowed with the opportunity to change their lives.

My honest opinion Mt. Kenya risks very little if a Ruto/Kindiki ticket wins, but it stands to lose significantly if an outsider pairing like Kalonzo/Matiang’i — or the reverse — takes power.
the seven million Kikuyu's, cannot mobilize in large numbers to elect both a president and deputy from outside their community, surrender the governorship as well, and then risk slipping into political irrelevance for the next two decades.
The less risky alternative is to support William Ruto for one final five-year term — on condition that he settles on Kithure Kindiki as his running mate. That way, Mt. Kenya safeguards its foothold, rather than gambling on a new ticket that could potentially lock the region out for two full decades if both the president and deputy complete their terms — pushing any realistic return to power to around 2047.

Unlocking Digital Infrastructure Funding Gaps Through PPPs
Today, I hosted a delegation from the Public Private Partnerships Directorate led by Director-General Eng. Kefa Seda for a strategic discussion on accelerating Kenya’s digital transformation.
Our focus: closing digital infrastructure funding gaps through structured, bankable Public–Private Partnerships (PPPs).
Digital infrastructure — from fiber backbones and rural broadband to hyperscale data centers and digital platforms — requires long-term capital at scale. Public resources alone are not sufficient. PPPs help mobilize private investment, share risk, transfer expertise, and accelerate delivery.
We discussed priority areas including:
• National connectivity expansion (drawing lessons from BharatNet)
• Data centers and sovereign cloud infrastructure
• Digital government platforms (inspired by Estonia)
• Innovation hubs and science parks, including opportunities at Konza Technopolis
Strong project preparation, financial structuring, and contract management will be critical to delivering bankable PPPs.
PPPs are not just financing tools — they are strategic enablers of Kenya’s journey toward becoming Africa’s leading digital hub.

Today marks a historic milestone as Kimore Boys Senior School, a National School Category 1 (C1) public transboundary institution in Elgeyo Marakwet and Uasin Gishu counties, serving students from across the country, admits its first cohort of Grade 10 learners under the Competency Based Education, offering all three approved pathways.
The establishment of the school was inspired by my vision, together with the dedication and support of members of the Kimore community. It was conceived well before its formal initiation three years ago, rooted in the belief that every child deserves access to quality education. What began as an idea has now become a reality.
We appreciate all the partners who have made this possible, including the Ministry of Education, the Kenya Forest Service, the M-Pesa Foundation, National Irrigation Authority (NIA), Co-operative Bank, KCB Bank, Kenya Ports Authority, and Kenya Pipeline Company, among others.
This inaugural admission is a proud moment and a strong foundation for nurturing future national leaders.

Regional connectivity is crucial as Kenya advances its digital transformation agenda. In an increasingly interconnected world, digital borders are virtually nonexistent, making collaboration with neighboring countries essential for seamless, inclusive, and sustainable growth.
Today, I had the pleasure of meeting Mr. Mahdi Sheikh Abdulahi, Director General of the Ministry of Communications and Technology, of the Federal Republic of Somalia.Our discussions centered on extending regional connectivity through enhanced telecommunications infrastructure, cross-border broadband links, and shared digital initiatives.
These efforts align with broader regional frameworks, such as those under IGAD and ongoing projects like the Eastern Africa Regional Digital Integration Project (EARDIP) and Horn of Africa Gateway Development Project (HoAGDP) which aim to bridge infrastructure gaps and promote a unified digital market in the region. Kenya is actively pursuing similar collaborations with other partners, including ongoing work with South Sudan (Nadapal/Nakodok border), Tanzania (Lungalunga/Horohoro Border linking Dar-es-Salaam to Mombasa through terrestrial fibre link) , and Ethiopia (Mandera border).
These partnerships strengthen Eastern Africa's digital ecosystem, reduce costs, boost cross border digital trade, and drive inclusive economic progress in Horn of Africa and beyond.

In Isiolo County, PS Dr. Belio Kipsang alongside Heads of Directorates led a sensitization exercise for National Government Administrative Officers (NGAOs)on the Revised National Registration Guidelines.
Dr. Belio emphasized that no eligible Kenyan should be left behind in acquiring a national ID, a critical gateway to government services and economic opportunities. Chiefs and Assistant Chiefs were underscored as key actors in identifying eligible applicants ahead of the upcoming intensive 10-day mobile registration exercise in the county.
