The process of reconciliation, the establishment of an independent commission of inquiry, and even the drafting of a new Constitution cannot and must not be guided by the Chande Report, for the following reasons: First, this is a presidential report. Its full contents are known only to the President. A nation cannot be led into critical decisions of such magnitude blindly, like sheep being led to the slaughter. Second, this commission was not formed through inclusive consultation with all stakeholders. It was a fact finding exercise designed to serve the interests and expectations of the President not the people. Even its recommendations were submitted solely to him, and he has openly stated that the report belongs to him and should not be demanded by others. Third, from the summary presented by retired Chief Justice Chande, while there are a few commendable aspects, the report is largely characterized by distortion. Much of it appears to have been deliberately crafted with bias, manipulation, and ill intent to obscure the truth. This explains the ongoing propaganda surrounding it in the media. Fourth, what the nation truly needs is an independent, credible, and widely accepted Truth, Justice, and Accountability Commission. Genuine reconciliation is born out of truth and accountability not political maneuvering. Fifth, I reiterate that the violence of October 29 was fueled by the failure of the Electoral Commission to act responsibly. Its actions undermined fair competition from the outset. Furthermore, the refusal of CCM to engage in dialogue despite repeated calls, advice, and appeals from well meaning individuals significantly escalated tensions. Finally, while the Chande Report has at least helped the President recognize that hundreds of citizens were killed by live ammunition, and that many families still do not know the whereabouts of their loved ones, it fails to answer the most critical questions: What exactly happened? Who was responsible, and how? What form of accountability is required, and for whom? The report is neither comprehensive nor impartial. It cannot serve as a roadmap for a new constitutional process. Truth, justice, and accountability are the only foundations upon which this nation can truly heal. BAK MWABUKUSI
