It has been a consistent block by the Treasury that the MOD can have AUKUS subs or GCAP or major reductions in Army. But they cant have all three. We are about to witness a classic fudge that will lead to deep hollowing out. The Government is preparing to push GCAP to the right and string it out with incremental work and no clear guarantees to commit to it. They will be hoping that Japan ( who cannot tolerate an extended time line) will pull out and blame can be avoided. The authors of the SDSR were clear on the funding levels needed. £16/18bn over 4 years wont cut it.

Another day, another Defence Investment Plan shambles. It was entirely foreseeable that GCAP would be pushed back. In February I asked Keir Starmer about funding directly after he visited Japan. Now it’s evident that the Government doesn’t have the funds, as demonstrated by 6 months of stalling over signing the new development contract, with funding now due to run out next month. If Tempest won’t arrive until the 2040s, do we honestly believe that uncrewed, even autonomous, platforms won’t have superseded crewed fighters in another 20 years? The RAFs’s own Project Boyd should accelerate this; Last year the Chief of the Air Staff announced that the RAF has no plans to procure another major platform until at least 2040. This has all the hallmarks of every defence procurement project: Though good enough it will be late, over budget, too expensive for export sales and bettered by something cheaper that took a fraction of the time to develop.
