I think wealthy Muslims who already did hajj but keeps going to hajj every year should not do so. I think its better for them to send those who are old and can’t afford to do hajj instead.

Having traits does not make one a Khariji, being on their principles does. Khawarij also had the trait of being bald, but you can’t call anyone coming back from Hajj a khariji now. Khawarij takfir Muslims merely on sins, and they didn’t believe Iman increased or decreased. Anything other than that does not make one a “khariji” holding that label. And which Muslim leader are we talking about here?
