PUBLIC NOTICE ! On 9 July, we took enforcement action against illegal developments within the Kampala Flyover Phase II Project corridor at Centenary Park, demolishing a turf structure and two other unauthorized structures that were being erected along the planned road alignment. Construction for Phase 2 of the Kampala Flyover Project (Lot II) is scheduled to begin in January 2027. The developers had been notified earlier by our teams. In February 2026, we issued a notice when the site had only been graded, and another notice was served in April after construction activities continued without approval. Despite these warnings, the developers proceeded with the works in disregard of the directives. To protect a major public infrastructure project and prevent obstruction of the planned road works, the Authority moved in to enforce compliance. This action is part of our wider Development Control enforcement programme aimed at preventing illegal construction, protecting road reserves, and promoting orderly urban development in Kampala. KCCA remains committed to ensuring that all developments in the city comply with approved plans and regulations. Illegal construction will not be allowed to compromise public projects or the future growth of Kampala. Before you build, get approval. Development must be planned, approved, and compliant. #ForALivableCity

Mr @KwikirizaNova ,We note the concerns regarding the City Oil Kamwokya–Kira Road Police Station stretch (1.7 km). The works are progressing steadily: drainage is at 85% completion, while the motorable area, walkways, and service ducts are all on course. The challenges with utility transfers have been largely resolved, now at over 80%, alongside a few design reviews whose approvals are underway. These steps are critical to ensuring durable infrastructure and minimizing future disruptions. The project is scheduled for handover to KCCA on 30th October 2026, and we remain committed to delivering a road that supports businesses, residents, and all road users.

The road stretch from City Oil Kamwokya to Kira Road Police Station is only about 1.7 km, yet it has taken months to construct. You can pass there for three consecutive days and find no work being done. A dentist friend of mine who operates a clinic along that road told me yesterday that his business has been running at a loss since the construction began. Our attention has been drawn to videos circulating on social media relating to the release of alleged offenders and alleging that the latter had been held hostage by the KCCA Enforcement Team. KCCA hosts several agencies at City Hall, including the Judiciary, which operates a Grade II Magistrate’s Court. This court receives alleged offenders arising from both KCCA enforcement and Police operations. The catchment area for the court is Kira Police, Nateete Police, Central Police Station, Old Kampala, Katwe -Kabalagala, the Directorate of Public Prosecution (DPP), KCCA and Parliament of Uganda. Other offices hosted at City Hall include the Ministry Zonal Office (MZO) handling land matters. It is operated by the Ministry of Lands Housing and Urban Development. The DPP offices operated by Ministry of Justice and Constitutional Affairs. The individuals who were allegedly released were under the custody of the Police and the Court , not KCCA enforcement officers. It is alledged that the incident involved one of the city’s elected leaders who chose to interface with judicial processes in her own manner. The matter is being handed within the structures of the judiciary and the Uganda Police Force whose processes were alledgedly interfeared with. We believe and trust that the two institutions will address this matter to ensure justice, law and order. KCCA remains committed to lawful procedures and to working in harmony with other institutions in the delivery of services to the people of Kampala.

KCCA Seals Ntinda Buildings Over Illegal Wastewater 2nd June 2026 @KCCAUG Public Health teams sealed three commercial buildings along Ntinda–Kisaasi Road after investigations confirmed illegal discharge of wastewater into a stormwater drainage channel. All shops and businesses within the affected premises have been closed. Operations will only resume once property owners rectify their sewerage systems to meet public health and environmental standards. KCCA urges tenants and businesses to handle waste responsibly and reminds all stakeholders that discharging sewage into stormwater drains endangers public health, damages the environment, and weakens city drainage infrastructure. KCCA remains committed to enforcing sanitation and environmental regulations to safeguard Kampala as a healthy and livable city. #ForALivableCity

Following the heavy downpour experienced earlier today in the city, @KCCAUG noted that water levels in most affected areas dispersed within a short time as drainage systems normalized. Our teams rose to the occasion to clear blocked channels and monitor the situation for swift response. We have also noted the circulation of some AI-generated and misleading images falsely portraying the situation. We urge the public to always verify information through our official platforms and avoid spreading unverified content. Additionally, we call upon all landlords and business owners to exercise responsible waste management measures and stop indiscriminate littering and dumping of waste which ends up in drainage channels, significantly contributing to blockage and flooding during such heavy rains. Motorists and pedestrians are advised to always exercise caution in flood-prone areas during periods of rainfall. KCCA remains committed to improving storm water management in the City #ForALivableCity.
