I have watched this for the umpteenth time today! I can't believe that this is a cabinet secretary in government! This is DISASTROUS! He's too much possessed about Gachagua and later says he's not NCIC, so who was he calling for Gachagua summons just a few seconds earlier! We're in a very, very bad place as a country! NTV ended the interview prematurely because of the MEDIOCRE that they were hosting!

Kenya's intergovernmental relations are not handled by one office or one individual. They are governed through four distinct institutions, each with a clearly defined mandate. 1. The National and County Government Coordinating Summit (The Summit) This is the highest intergovernmental body. It is chaired by the President and comprises the President and all 47 Governors. Its role is to provide overall leadership on intergovernmental relations, strengthen cooperation between the two levels of government and promote national cohesion. 2. The Intergovernmental Budget and Economic Council (IBEC) IBEC is established under the Public Finance Management Act, 2012. It is chaired by the DEPUTY PRESIDENT and is the principal forum where the National Government and County Governments consult on public finance and economic matters. Its responsibilities include: • Coordinating fiscal relations between the two levels of government. • Discussing the equitable sharing of nationally raised revenue. • Reviewing county budget implementation and public financial management. Coordinating economic and budget policy. • Resolving intergovernmental fiscal issues. Its membership includes the Cabinet Secretary for the National Treasury, the State Department responsible for Devolution, the Chairperson of the Council of Governors and representatives of county governments, as provided by law. It is important to note that the PS Devolutions sits in the DP'S Office. 3. The Intergovernmental Relations Technical Committee (IGRTC) The IGRTC is the technical implementation arm of the intergovernmental framework. It supports the Summit by implementing its decisions, facilitating consultation and coordination, resolving disputes and monitoring implementation of intergovernmental agreements. It is crucial to note that it is the PCS who goes to parliament to answer questions on the relational framework and that is why the PS Parliamentary affairs sits in PCS Hon @MusaliaMudavadi office. 4. The Council of Governors (CoG) Established under separate legislation, the Council of Governors is the collective voice of Kenya's 47 county governments and works closely with the other intergovernmental institutions in advancing cooperative governance. Each institution has a specific mandate. Suggesting that one office has taken over another's constitutional or statutory role is simply inaccurate. That role = Dealing with Governors, Senators, County money, Disputes between National + County. Translation: He was the bridge to the ground. WHY THIS MATTERS: DP WITHOUT PORTFOLIO = CEREMONIAL Riggy G was impeached for "being too powerful". Now Kindiki is being made "too powerless". The lesson to DP's: Stay quiet, stay irrelevant. MT KENYA SIGNAL Kindiki was sold to Mt Kenya as "our guy in government". If his docket is stripped 1 years to 2027, what exactly is he delivering? KOSKEI directing DP? Directive came "through Chief of Staff Felix Koskei". When the Chief of Staff is the one re-assigning the DP's job, then we know where real power is sitting.
