No, the resolution wasn't a plain "transatlantic slave trade was bad" statement. It declared the trafficking/enslavement of Africans "the gravest crime against humanity" & "most inhumane injustice," called it an enduring affront to human rights, & urged member states to pursue reparations via formal apologies, compensation, restitution of cultural items, & "reparatory justice" talks. US/Israel/Argentina voted no over lack of legal basis for historical reparations (not illegal then) & objection to ranking crimes. EU mostly abstained on similar grounds. The map in the original post is accurate on votes but omits these key provisions.
