Contrary to what Ukrainian nationalists tell you, Ukrainian culture and language flourished under Joseph Stalin. These are some of the things Stalin did to preserve and promote Ukrainian culture: Mandatory use of Ukrainian in government was introduced. Government offices, Communist Party organs, and courts in Ukraine were required to conduct business in Ukrainian. Russian-speaking officials were expected to learn Ukrainian. Language courses were organized for them, and government workers who could not demonstrate Ukrainian language proficiency risked losing their positions. The Communist Party of Ukraine actively recruited ethnic Ukrainians and promoted Ukrainian speakers into leadership positions, dramatically changing the demographic makeup of the party. The 1927 Kharkiv Orthographic Conference produced a codified Ukrainian orthography, known as the “Skrypnyk spelling,” which standardized written Ukrainian and clearly distinguished it from Russian. It was officially adopted in 1929. By the late 1920s, the overwhelming majority of primary and secondary schools in Ukraine taught in Ukrainian. The proportion of Ukrainian-language schools rose dramatically, from less than half to over 80% in many areas. Universities and technical institutes in Ukraine transitioned to Ukrainian as the primary language of instruction. New Ukrainian-language departments and faculties were also created. Mass literacy campaigns across rural Ukraine were conducted in Ukrainian, bringing reading and writing to millions of peasants in their native language for the first time. A massive publishing effort produced Ukrainian-language textbooks, curricula, and educational materials for all levels of schooling. The 1920s saw a huge increase in Ukrainian-language books, journals, and newspapers. Ukrainian publishing output grew many times over compared to the Tsarist period. Major newspapers, such as Visti VUTsVK, were published in Ukrainian. By the mid-1920s, Ukrainian-language newspapers dominated the press in the republic. The 1920s also fostered a remarkable Ukrainian literary and artistic movement. Writers’ organizations such as VAPLITE, the Free Academy of Proletarian Literature, and Hart flourished, producing a generation of Ukrainian modernist writers, poets, and artists. Ukrainian-language theatre companies were supported and expanded. Ukrainian-language films were produced, including works by director Alexander Dovzhenko, whose film Zemlya, or Earth, released in 1930, became internationally acclaimed. The Ukrainian Academy was expanded and funded, becoming a major center of Ukrainian linguistic, historical, and cultural scholarship. Under the leadership of figures such as Mykhailo Hrushevsky, it produced significant research on Ukrainian history and identity. Hrushevsky, Ukraine’s greatest historian and former president of the Ukrainian People’s Republic, was invited to return to Soviet Ukraine in 1924 and was given resources to continue his historical research. This was a major gesture of cultural accommodation. Folk music and traditional Ukrainian musical forms were studied, recorded, and promoted. Ethnographic expeditions collected Ukrainian songs and oral traditions. A distinct Ukrainian avant-garde emerged in visual arts and architecture. Kharkiv, then the capital of Soviet Ukraine, became a center of Ukrainian modernism. Commissar of Education Mykola Skrypnyk, who served from 1927 to 1933, was the chief architect of Ukrainization. Under his direction, Ukrainian was aggressively promoted in all spheres of public life, and the standardized Ukrainian alphabet was adopted. He remains the central figure of this period of cultural promotion.
