ICYMI: Langford approved (and denied) ~$70,000 in grants to community organizations last Monday. Among the surprising organizations that were *rejected* was the 2023 Constable Sarah Beckett Memorial Run (that took place in May), which had sought $1,500. #yyj

@KeithYacucha @ConvoN5Bucks @Adam_Stirling So, to be clear, these items were passed over and will be potentially funded through a more sustainable process? The Sarah Beckett Memorial Run (which seems to be very important to residents) was overlooked bc it had already occurred by the time the grant request was addressed?

Harder said the $4,425 to Capital Bike was "funding something that is in school, giving opportunities to students that may not necessarily have ever had a chance to learn how to ride a bike." Her fellow committee members agreed July 11, and council approved July 17th. #yyj
Elena Lawson@mamaadvocate1

@Adam_Stirling So they gave over $4k to Capital Bike which is a merger of the Greater Victoria Cycling Coalition & Greater Victoria Bike to Work Society but denied Island Kids Cancer Association & others?? This is maddening.

@iceblueaccent @Adam_Stirling @rwrandall It was part of the discussion. Ensure we apologized for our role in the delay and put in systems to ensure stable funding. All still will need to be passed by council.

@Adam_Stirling Let's put it this way. Staff time, like grant funding, is a scarce resource. Small potential administrative discrepancies that can be dealt with by committee/council don't need to go back and take up staff time. Have a great day Adam.

@KeithYacucha I'll be sure to pass on that you don't consider the question important enough to trouble your staff with at this time. Thanks for the responses, councillor.

You said it also fell into what you called a policy “gray area” due to the eligibility criteria requiring grant recipients to not in turn distribute grants to other parties, councillor. Why did staff include it if there were questions as to whether it met criteria? #yyj
Keith Yacucha@KeithYacucha

@Adam_Stirling Adam as outlined in the committee mtg. This was passed over due to the event already happening for this year. It is an event that I think we all greatly support. We discussed looking at more stable funding options than grants for many programs (PAC, Dry Grad, this run, etc.)

@Adam_Stirling I can, but, I don't need to fill staff time with these kind of requests, nor am I in the office to deal with these requests at this time. The report was reasonable, the funding requests are reasonable, and mbrs of our committee did a great job weighing policy to 💰 requests.

@Adam_Stirling We can play speculative games. 1) it was overlooked 2) b/c it was previously funded through golf tourney, so kept for continuity. 3) staff didn't limit based off of policy, that was for the Committee & council to decide.

@mamaadvocate1 @Adam_Stirling It's always a hard choice to choose between 💰 requests. Sadly these charities would be a priority, but were against the nature of the policy. Transportation is one of our responsibilities. Thus, promoting safe active transportation aligns with the city mandate.

@KeithYacucha @Adam_Stirling Thanks Keith. I understand the existing policy document & what you explain above but why wasn’t Island Kids Cancer & others made a priority? If the bike program was to be within schools, why didn’t the SD fund it?

@KeithYacucha @Adam_Stirling Why was Island Kids Cancer passed over? Langford gave to a church instead of kids with cancer. Why is Langford giving to a religious organization at all?

@Adam_Stirling @rwrandall Adam, please report the full story. This seems to verge on rage baiting. The run was not funded primarily due to its passing already, we also suggested more stable options be explored for this.

@rwrandall I think it's more of a "we couldn't afford to fund the other asks like the Cst Sarah Beckett Memorial Run but we found a way to double the yearly grant to Capital Bike" that's the issue...

@mamaadvocate1 @Adam_Stirling We are allocating funds based on committee priorities in light of the existing policy document. While these are great events, they use our grant 💰 to then grant to other organizations which is explicitly against the policy. Grants-in-aid is just not the spot for these events.
