No, you don't ignore them. You try to understand their concern and address it. If they are not bringing technical assistance meet with them and the committee staff. Invite leg counsel to your meeting. Meet with the chair of the agencies budget subcommittee. Explain your bill and ask for help in getting technical help out of the department.

@C_King47 You can but its at your peril. Agencies have lots of bills to weigh and do so w/in a more formal chain of command that vets “external” statements of their views. Ignoring late input can often draw a veto. This is just speaking in the abstract, not knowing the specifics.

Calif’s asbestos-sick Capitol Annex is gone. A welcoming Annex looms. The plan would deconflict entries by again greeting visitors below an 1860’s showcase - an allegory in stone they’ve been steered away from for years. The allegory? Govt’s work is to subdue life’s risks

For my 6 years as Chair of the Cal. Senate & Assembly Joint Rules Committee, the Capitol Annex re-build - very daunting - was my job. Despite its hurdles, I told staff was all good things must work through 3 words - Impossible, Improbable & Inevitable. Here it is yesterday.
