If you steal $22 million, help plan the largest gold heist in Canadian history, and the likely time actually served ends up being closer to a year or two, that is not deterrence. That is a risk calculation. Organized crime does the math. Huge upside. Hardly any downside. When the punishment for high-value organized theft is measured in months not years, the justice system sends the exact opposite signal it’s meant too.
