Both Zack Wheeler and Logan Webb are tied with Steele's ERA and both have thrown more innings. Webb has thrown about 170 more innings than Steele. Also, Verlander has a 2.68 ERA in 399 1/3 IP if you're wondering why the cutoff was 400 exactly.

I think I like the spirit of this but the requirements (6 IP or 100 pitches or 4 ER) feel too high. Something like 5 IP or 85 pitches or 4 R seems more reasonable if the aim is to eliminate bullpen games.

I think an exception would need to be made for pitchers coming back from rehab/IL and at the beginning of the season and (obviously) ST.
