EPRA, KPC bosses resign amid probe into controversial fuel shipment
A major shake-up has hit Kenya’s energy sector after several top officials stepped down amid growing concerns over a disputed fuel importation deal.
President William Ruto confirmed that Energy and Petroleum Regulatory Authority Director General Daniel Kiptoo, Kenya Pipeline Company Managing Director Joe Sang, and Petroleum Principal Secretary Mohamed Liban had all resigned.
The announcement was communicated through a letter from the Office of the President signed by Head of Public Service Felix Koskei and dated April 4, 2026.
According to the statement, the exits followed internal decisions made by the respective institutions, even as pressure mounted over the unfolding controversy.
Disciplinary action has been launched against Deputy Director Joseph Wafula and Supply and Logistics Manager Joel Mburu as part of ongoing administrative processes.
The developments come shortly after the arrest of the senior officials by the Directorate of Criminal Investigations over claims linked to the importation and distribution of substandard fuel.
Investigators are focusing on a shipment carried by the vessel MV Paloma, which was reportedly meant for Angola but later redirected to the Port of Mombasa under unclear circumstances.
The fuel is said to have entered the local market despite concerns about its quality.
Early findings suggest the cargo, believed to have originated from Saudi Aramco, may have been overpriced by more than Ksh4 billion and did not meet required standards.
The case has raised questions about possible financial losses and the safety of fuel supplied to Kenyan consumers as investigations continue.

DCI arrests Liban, Sang and Kiptoo in probe into fuel quality concerns
Three government officials have been taken into custody by detectives from the Directorate of Criminal Investigations over claims they authorized the procurement of substandard fuel.
The individuals arrested include Petroleum Principal Secretary Mohamed Liban, Kenya Pipeline Company Managing Director Joe Sang, and Energy and Petroleum Regulatory Authority Director General Daniel Kiptoo.
Investigators say the DCI acted after the officials approved fuel that did not meet required quality standards.
Another official was also arrested, although detectives have not revealed their identity.
The arrests signal a escalation in government accountability amid Kenya's growing fuel quality concerns.

UN appoints Garry Conille to lead development coordination role in Kenya
António Guterres has appointed Garry Conille as the new United Nations Resident Coordinator for Kenya, marking a key change in the UN’s leadership in the country.
He takes over from Stephen Jackson, who will now move to a similar position in China.
Dr. Conille brings more than two decades of experience in international development, humanitarian work, and public service.
Over the years, he has held several senior roles within the United Nations system, including serving as Resident Coordinator in Burundi and Jamaica.
His background shows a strong understanding of how to manage development programs and work with different partners across regions.
In his new role, Conille will act as the top representative of the UN Development System in Kenya.
He will guide efforts aimed at supporting the country in achieving the Sustainable Development Goals.
This includes working closely with the Kenyan government, civil society groups, and development partners to ensure that projects are well coordinated and aligned with national priorities.
His appointment comes at a time when Kenya continues to play an important role in regional and global development discussions.
The position of Resident Coordinator is central in ensuring that UN agencies operate in a unified way, improving efficiency and impact on the ground.
Conille is not new to Kenya. He visited the country in October 2024 while serving as Haiti’s Prime Minister, giving him some familiarity with local and regional issues.
This prior engagement may help him settle into the role more smoothly and build working relationships quickly.
His experience and background are expected to support ongoing development efforts and strengthen collaboration between the United Nations and Kenya.
