In late-February, Mexican special forces conducted a raid that killed cartel kingpin Nemesio Oseguera Cervantes, known as “El Mencho,” in Jalisco state. A Kharon review found that El Mencho’s daughter, a dual U.S.-Mexican citizen, went to prison in part for managing his apparent Tapalpa cabin hideout, which the U.S. had flagged for providing “financial support” to the cartel and its drug trafficking. Treasury Secretary Scott Bessent announced this week that the U.S. was issuing a 30-day waiver to allow Indian refiners to purchase Russian oil, to “enable oil to keep flowing into the global market” amid the war in Iran. Kharon research last fall traced how Russian oil had flowed to India in vast quantities since the invasion of Ukraine—until a trade deal with the U.S. last month cut it off.
