This is incredibly frustrating; the ‘South Africa’ in the South African Human Rights Commission does not refer to whose rights it exists to protect. Human rights, by their very nature, are not geographical; they apply to anyone. The name simply refers to the Commission’s jurisdiction within the country’s borders; for all humans.
And, as long as there are still humans within the borders of the country; the chapter 9 institution will always be relevant.
