The Community of Practice on Health Sovereignty brings together African countries to strengthen their ability to define, finance, and implement health priorities aligned with national needs rather than external agendas. This approach is critical for building resilience against shifting global funding patterns, reducing dependence on external donors, and ensuring continuity of essential services during global shocks. By advancing domestic resource mobilization, local manufacturing of health commodities, and context-specific policies, health sovereignty must remain a central priority for the next generation of leaders.

We’ve launched the Inaugural Community of Practice on Health Sovereignty, bringing together Ministries of Health and Finance from 8 African countries to co-create country-owned, resilient health systems. In the face of the recent shift in global funding landscapes, many countries have sustained services; this should teach us the importance of scaling up domestic financing and aligning national health priorities with broader socio-economic transformation agendas. Uganda emphasizes that this convening is by design, not chance, calling for a shift in the conversation to prioritize health, maximize value for money, and move away from fragmented approaches. Central to this is building self-reliant systems that can withstand changes in external financing. As African countries, we must pursue cost-saving measures such as pooled procurements, strengthening local manufacturing capacity, and deepening collaboration…“you buy my test kits, I buy your medicine.” Let’s collectively do more with less for sustainability.

Imagine a hospital in Kasese looking like this for over 40 years — abandoned, neglected, and forgotten. Now imagine it transformed, rebuilt, and dignified. That’s the Uganda our people deserve. We must do everything within the law, with unity and determination, to bring down this corrupt regime and usher in a New Uganda where public services actually serve the public.

Many friends have recently called me about confusion regarding the availability of ARVs and reports of costs being attached in some facilities. This is to clarify that ARVs are available and provided free of charge in all government facilities.

On a capacity-building & knowledge exchange mission in Korea, @MinofHealthUG, @UgandaCancerIns, Korea Foundation for Intl. Healthcare & Korea’s National Cancer Center have signed a cooperation agreement to: •Train & support healthcare professionals in cancer care in Uganda •Strengthen collaboration in basic & clinical cancer research. •Assist Uganda in formulating & implementing the National Cancer Control Program. •Explore other mutually beneficial areas in areas around diagnostics and cancer care. This partnership marks a key step in improving cancer care & research in Uganda. #Globalhealth #MOHatWork

Today, we handed over vehicles & equipment to support UBTS in blood collection & processing. Some will be installed at Nakasero Blood Bank, while others go to the new regional banks in Soroti, Arua & Hoima, adding to Masaka, FortPortal, Mbale, Mbarara & Gulu. With these improvements, UBTS responsiveness will increase. Regional blood banks will enhance efficiency. As we strengthen campaigns against issues that put pressure on blood demand i.e road accidents, malaria, maternal & child health challenges like postpartum hemorrhage, attention has to be put on sickle cell disease (which takes 1/5 of transfusions). As part of the CHEWs Strategy, we commissioned Community Health Extension Workers (CHEWs) identified from within Nakaseke to strengthen primary healthcare. With the tools & knowledge provided, they will promote disease prevention, maternal & child health, health education & cordinate medical referrals, bridging health facilities & communities to improve care, drive early disease detection, and reduce hospital burden. #MOHatWork

At the Global NCD Alliance Forum in Kigali, Rwanda on Saturday, Permanent Secretary, @DianaAtwine emphasized the importance of routine checkups. “Early detection is key to timely management when conditions are still reversible. If left unchecked, NCDs can lead to costly treatments, lifelong challenges, or even death. #MOHatWork

At the Global NCD Alliance Forum in Kigali on Saturday, we discussed strategies to combat NCDs. I emphasised the importance of routine checkups for early detection of disease like Cardiovascular diseases i.e heart attacks and strokes, Cancers, Chronic respiratory diseases, Diabetes etc. This allows for timely management when the situation is still reversible, while late detection means late diagnosis which ends up in costly treatment, poor health, or even death. .@MinofHealthUG together with the district leadership, commissioned Kasamba HC III in Bugaaki, Kyenjojo. Constructed by the government under the UGFIT project, the facility is fully equipped, and staffed to improve access to quality healthcare and bring essential services closer to the people of Bugaaki.

.@MinofHealthUG has commissioned 332 Community Health Extension Workers (CHEWs) in Kyenjojo to strengthen primary healthcare by promoting disease prevention, maternal & child health, and basic treatment. They will support health education, disease surveillance, immunization, and referrals, improving access to essential services while reducing hospital burden. Kyenjojo faces high malaria cases (31%), poor antenatal attendance & HIV prevalence (6%) but is improving in TB treatment (93%) & malnutrition reduction. CHEWs will bridge health facilities & VHTs, transfer PHC knowledge, and enhance household-level care. Equipped with phones for data, bicycles, iPads, medical kits, & screening tools, they will drive early disease detection, better nutrition, HIV testing & improved sanitation. We also conducted support supervision at Kyenjojo General Hospital to assess service delivery. #MOHatWork

In partnership with the Global Hope & Texas Children’s Hospital, we are strengthening #SickleCell care in primary health services. Today, together with DGHS, we visited Kayunga RRH to assess progress. In just 3 months: • 1,476 newborns & infants screened • 64% of all live births screened • 100% linkage to care for diagnosed cases • 94.5% of patients on Hydroxyurea • Reduced admissions for acute complications Great progress! We are committed to scaling up this program to more regions across the country. #MoHatWork

Inset : Official Groundbreaking for the construction of a 250-bed specialised hospital for heart conditions in Nakawa this morning. This state-of-the-art facility will provide lifesaving treatment for over 7,000 heart patients in Uganda and the region each year. Beyond saving lives, it will significantly cut costs for both the government and individuals by reducing the need for expensive travel abroad for specialized heart treatment and surgeries.
