A UK family where both parents work full-time, pay full council tax, and earn enough to be 'doing alright' on paper, can't afford to take their kids to the Tower of London on a Saturday in 2026.
Two adult tickets and two child tickets at standard price comes to roughly £100. Add £40-£80 in train fares and £50-£70 for lunch — that's around £200 for a single Saturday at one tourist attraction in their own capital city.
A family on full Universal Credit, living in subsidised housing, paying no council tax, can take the same four people to the same Tower for £1 a ticket — £4 total — under the 'inclusive access' schemes most major UK attractions now run.
The working family pays the full £200 day out AND covers — through their taxes — the £196 discount the benefits family gets on the same trip.
Whatever the original intention of those schemes, this is the structure most UK working families are now living inside. Pay the full bill, then watch the people next door enjoy the day out you can't take your own kids to.

The Traffic Jam Crisis: The Hidden Cost to Uganda's Economy — My Daily Mukono–Kampala Ordeal

Living in Mukono while working in Kampala has become an increasingly frustrating experience for thousands of commuters. For many of us, the day begins as early as 4:30 a.m. in an attempt to beat the notorious traffic congestion along the Mukono–Kampala highway. Likewise, many workers are forced to leave their workplaces before 4:00 p.m. simply to avoid spending hours trapped in evening traffic.
Anyone who lives in Mukono or regularly uses the Mukono–Jinja Road understands this reality. What should ordinarily be a manageable commute has become a daily struggle that consumes valuable time, reduces productivity, and negatively affects economic activity.
There is a well-known saying: "Time is money." The phrase reflects the economic reality that time is a limited resource which, when used productively, creates value and generates income. Conversely, wasted time translates into lost opportunities, reduced productivity, and economic costs.
Every morning, I encounter people from all walks of life stuck in traffic: business owners, teachers, doctors, students, tourists, truck drivers transporting cargo, and occasionally even ambulances responding to emergencies. A journey from Kampala to Mukono, a distance of approximately 23 kilometres, should ideally take less than an hour. Yet during peak hours, that same journey can take between three and four hours.
The question then arises: Is time still money when so much of it is lost in traffic congestion?
The Economic Cost of Lost Time
From an economic perspective, traffic congestion represents more than an inconvenience—it is a significant loss of productive resources.
Consider that in some European economies, workers earn substantial hourly wages. According to available wage data, workers in countries such as Bulgaria earn around €8 per hour, while those in Luxembourg earn approximately €47 per hour. Taking an average of these figures gives roughly €27.50 per hour.
If a commuter loses an additional two hours travelling to Kampala and another two hours returning home, that amounts to four unproductive hours lost every day. At an hourly value of €27.50, this would represent a daily loss of €110 per person.
It is estimated that more than 250,000 people use the Mukono–Jinja Road corridor daily. If we apply the same valuation, the cumulative loss amounts to approximately €27.5 million per day, equivalent to roughly UGX 120 billion worth of productive time.
While this illustration is hypothetical and based on international wage comparisons, it highlights the enormous economic value of the time being lost every day due to traffic congestion.
Impact on Tourism and Local Businesses
The consequences extend beyond commuters. Tourists travelling from Kampala to destinations such as Jinja often spend hours on the road instead of enjoying local attractions, restaurants, hotels, and businesses. The longer they remain trapped in traffic, the less time and money they have available to spend at their destinations.
This means local enterprises along the tourism value chain potentially lose revenue, reducing the overall economic benefits that tourism should bring to communities.
A National Development Concern
Traffic congestion on the Mukono–Kampala highway should no longer be viewed merely as a transportation challenge. It is an economic issue that affects productivity, public health, investment, tourism, emergency services, and the quality of life of thousands of Ugandans.
As Uganda continues to pursue economic growth and industrialization, addressing chronic traffic congestion must become a national priority. Investments in road expansion, public transportation systems, alternative transport routes, and urban planning are no longer optional—they are necessary.
