You can tell she painted over the rust. Should have sanded it down and applied a solvent. Then a thick primer and sanded it smooth before applying the bondo. Then 2 coats of primer filler, primer finisher, 2-3 coats of base,then 3 of clear. If she wanted that glass look hit it with 2-3000 grit wet sand then another clear.
