What point are you trying to make? Whenever a woman is shunned or persecuted for not wearing a hijab (or other head covering) it's because scripture is considered law there and that scripture says that a woman must wear a head covering. Just because some places don't follow scripture as law doesn't change the fact that it's a large part of why Muslim women wear a hijab or other coverings. As the other person who replied to your comment pointed out, there are plenty of places where women aren't forced to wear one and choose not to.

A major difference is that it wasn't illegal for women not to wear a hair covering. Not only that, but a large part of why woman wore their hair wrapped was because it was easier to get work done. There was a tie in with modesty, piety, and marital status, too, but it wasn't illegal to go without your hair covered. Unlike Islam and their hijabs.
