India's IT ministry is in talks with smartphone companies to mandate source code sharing among the 83 measures which are listed in Indian Telecom Security Assurance Requirements, called ITSARs. Here's what the documents show. The ITSARs are public & can be found here: nccs.gov.in/home/itsars (item number 46) Direct link: nccs.gov.in/public/itsar/I… On page 41 of that PDF, you can find the source code mention: "In order to ascertain the claims and ensure security assurance Test Labs will conduct the Source Code Review/ Analysis, vulnerability analysis, penetration testing and fuzzing." It is this ITSAR that the Indian government is currently in talks with Apple, Samsung, Xiaomi, Google, industry groups, etc to notify them legally. No final decision has been reached. Indian government says it "refutes the statement" that it is considering seeking source code from smartphone makers An IT ministry document of a December 8 meeting with industry notes: "Some of the parameters proposed by NCCS in the ITSARs were discussed in the meeting. Industry raised concerns that globally security requirement have not been mandated by any country, the ITSARs are mix and match of various standards including the requirements from RBI, NIST of USA etc, testing requires deep dive into the codes, some of the proposed requirements does not fall under the purview of mobile manufacturers etc." MAIT, industry body representing the four tech giants, has in its own document, seen by Reuters, noted: Source code sharing "is not possible ... due to secrecy and privacy." It has added "Major countries in the EU, North America, Australia and Africa do not mandate these requirements."
