No. The herbivores are too big. The fungus isn't complex enough to take over its whole nervous system.

To perpetuate the lifecycle of the fungus. Duh. It's not controlling them for fun, it uses the droppings of other animals as a breeding ground for seeds and hyphae. That gets returned to the soil, which infects plants and things other small insects eat, and it starts all over.
