@JustRemikun I do not love this set but there's no way it's low C. I think you are probably just fatigued by 14 and 15 being pretty bad so it amplifies things you don't enjoy about 16.

Hot take: If this patch 16.6 had been the post-holiday patch, Set 16 would've gone down as a top 5 set of all time. However, the first 5 patches being what they were caps this set for competitive players at best at a low C tier.
