Just a few things... 1. They do reference Operation Javier in RE4R. It just happened differently though I'm sure the whole deal about Manuela stayed. 2. I agree. Operation Javier could have been a nice bonus DLC. 3. Why use AI when this is the exact screenshot from the game?
