Lundi matin, à l’ouverture du Comité ministériel Transports-Énergie de l’Union africaine, j’ai rappelé une chose simple : nous devons cesser de parler d’industrialisation sans bâtir les conditions réelles de production. Trois axes stratégiques : 1) Construire des politiques industrielles nationales et régionales, fondées sur nos avantages comparatifs, mais organisées en chaînes de valeur et corridors productifs. 2) Assurer notre souveraineté énergétique en intégrant nos systèmes d’énergie et intégrer et contrôler nos systèmes de transport : énergie fiable, logistique compétitive, ports, rails, routes, douanes, plateformes. 3) Moderniser et intégrer nos systèmes financiers : banques, marchés des capitaux, assurances, pensions, épargne longue, crédit en monnaie locale. Et finalement nous devons investir dans l’État capable, les compétences techniques, les normes, la commande publique, la santé, l’éducation et la discipline d’exécution.
